Mission
The General works with the Evil Organization to destroy humanity in order to claim Earth in the name of the homeworld. A full establishment of soldiers and supervisors are stationed on Earth, though not all of them seem to engage in the outside world at length. Many of them seem content to stay near the Evil Organization's tower and not venture out. The mission has, so far, lasted for a few years and resulted in the deaths of at least four Rangers. Whether or not the General himself was involved in this or if he was in charge at the time remains unclear.

FIRST IMPRESSION:
He usually smells clean and sun dries his laundry. He has a hostile aura that some supernaturally sensitive can feel, and adult humans generally find to be threatening. Children seem to find it a protective presence. He has a tattoo of a flower and connecting vines that covers much of his torso. Some of it shows in his 'work' attire, but it's completely covered as a civilian. At work he has a sapient cape with a scorpion-like tail that also functions as his primary weapon. He wears hard soled shoes that clack loudly when he strides, and on duty the chains on his uniform jangle.In live action, I imagine his human PB would be Tsuyoshi Kusanagi.
VOICE:
On duty his voice is aggressive and strong. Off duty it's softer. It's deep and sonorous. He either speaks tersely or poetically. In the manga he swears more than the show. His voice actor is Shintarô Asanuma.FEATURES:
He's got pointed ears and a prominent nose. Little if any body hair. He has a thick brow but not really any eyebrows. His teeth are incredibly sharp. Here is a clip of a random person's first impression.

Personality
The General is both a good person and a bad guy at the same time. He's generally thoughtful towards strangers, loves small and soft animals, will be gentle with children and the elderly. But as he is a good person, he's also loyal to his homeworld, and his homeworld wants to invade Earth. He also isn't very fond of humans in general- when masquerading as one, he can often get along with them and show them genuine kindness, but he's also seen enough of their bad behavior and attributed innocuous things to human bad behavior that he harbours a very genuine dislike. In his mind, though there are good humans that he'd like to work to save, he also thinks the Earth would be much better without them. The war his homeworld has started has become a protracted war because while he wants his planet to win, he hasn't yet built up the confidence to destroy humanity.
The General is enthralled with the cyclical and short-lived nature of Earth. He has a tattoo around his torso of a flower that went extinct on his homeworld. Some of his favorite things on Earth are only available on Earth seasonally or are short-lived. He has tried to salvage snow sculptures for as long as possible by storing them in the freezer. He was disappointed that a sand castle on the beach was washed away until a small child informed him they could build another time. He visits a tree for the sakura blossoms every year and notes he's not used to flowers fading. He didn't understand seasonal offers on food and becomes irritated or despondent when they're cycled out of stock. It's something that, living on Earth, he's growing to be in awe of as much as he's irritated by it; that Earthlings can gain things and lose things so quickly.
The General has an imposing presence, and many people are intimidated by him even as he's walking around in normal clothes. He puts off a 'malevolent cosmic aura' that the Rangers (his enemies) can clearly feel and everyday people simply feel endangered by. Although this often doesn't work with more innocent people, such as the elderly, small animals, and many children, who will walk directly up to him and either not notice he's there or outright try to get his attention. Once some people see they're not in danger or witness him being kind, usually they feel a little bad for jumping to conclusions.
His favorite place on Earth is the zoo, watching his favorite animal, pandas (though he's fond of the petting zoo, too). He refuses to 'work' on his days off. Working, in this case, means talking about invasion business with coworkers, engaging with coworkers in general, or fighting with Rangers. He insists that his subordinates take similar time for their own mental health and don't engage in oppressive office culture.
He likes Chinese buns, ice cream, mochi, many stews and egg recipes, crepes, chocolates, and lattes. Especially if any of those things have pandas emblazoned on them.
